B-BBEE Skills Spend: Compliance Checkbox or Growth Strategy?

B-BBEE skills spend is often approached the same way. Allocate the budget, hit the target percentage, get the certificate, move on. It is a simple formula, and simple has its place. But when skills spend stops at the certificate, it misses the point of why the spend exists in the first place.

At Sange SA, we look at this a little differently. We do not see compliance as a separate box to tick alongside our training work. We see it as Good Governance, and Good Governance is one of the three pillars our entire business is built on, alongside Education and Training and Transformation.

WHAT GOOD GOVERNANCE ACTUALLY MEANS

Good Governance, in our world, means assisting organisations to act in the best interest of their stakeholders. It means eliminating unethical practices, and ensuring that skills policies promote coordination, cooperation, and collaboration so that broad-based socioeconomic transformation actually lands. Practically, this is where our compliance work sits. We assist organisations with B-BBEE, Employment Equity, and HR policies and requirements that align with their specific strategic objectives.

This is a deliberate choice of words. Not policies that satisfy an auditor. Policies that align with strategy. That difference is the whole argument.

WHY THE SIMPLE FORMULA STILL WORKS, WHEN IT IS DONE PROPERLY

There is nothing wrong with a straightforward approach to skills spend. Organisations are busy, budgets are finite, and a clear formula helps decisions get made. The part that needs care is what sits behind the formula. A budget allocated with proper scorecard review, honest gap analysis, and a plan that ties back to the business, produces a very different outcome to a budget allocated only to hit a number before a deadline.

Our Skills Development Advisory and SDF Services exist for exactly this reason, to make sure the formula is built on something solid. Our B-BBEE Advisory and Employment Equity Advisory Services then carry that plan through to documentation, reporting, and verification, so organisations are not scrambling when audit time comes around. Our HR Support rounds this out, because governance is rarely just one department's responsibility. It runs through how people are hired, trained, managed, and supported across the business.

PARTNERING, NOT JUST PROVIDING

Organisations often describe their relationship with a training provider in transactional terms. A service is delivered, an invoice is settled. We think about this differently. A partner stays engaged with the scorecard beyond the reporting period, understands the organisation's transformation goals well enough to advise on them, and treats Employment Equity and B-BBEE compliance as part of one coherent strategy rather than two separate obligations.

This is also why our work extends into Employment Equity and HR Advisory Services alongside B-BBEE consulting. Governance does not sit in a single department. It runs through how an organisation hires, trains, reports, and treats its people, all at once.

THE REAL RETURN

The organisations that get the most value from their skills development spend are rarely the ones asking what is the smallest amount we can allocate. They are the ones asking what capability, culture, and community impact this investment can realistically build, and then holding themselves accountable to it.

That is the difference between checking a box and building a legacy. It is also, we believe, the difference between a good year on paper and a good year in practice.
