The Clock Is Ticking: Enrol In SETA Accredited Programmes Before 30 June 2026

South Africa's skills development landscape is undergoing one of its most significant shifts in decades, and if you haven't yet taken action, the time to do so is now.

The Department of Higher Education and Training (DHET), South African Qualifications Authority (SAQA), and the Quality Council For Trades & Occupations (QCTO) have confirmed that enrolments on legacy qualifications officially end on 30 June 2026. After this date, companies will no longer be able to register learners on pre-2009 qualifications that are not aligned to the Occupational Qualifications Sub-Framework (OQSF).

This is a moment worth pausing on.


What Are Legacy Qualifications and Why Are They Being Phased Out?

Legacy qualifications refer to credentials issued before the establishment of the QCTO and OQSF frameworks. While they served South Africa's workforce well, they are being replaced by occupational qualifications designed to better align with current industry needs, educational practices, and regulatory requirements.

 

The shift is a positive one. QCTO qualifications focus on practical, workplace-ready skills, addressing gaps left by the unit-standard-based system. Rather than standalone units of learning, these new qualifications combine theoretical knowledge, practical skills, and real workplace experience, ensuring learners are not just qualified on paper, but genuinely work-ready.
